Procurement Strategy and Contract Management

Through the Tunnel Management Organization (TBO), the municipality of Amsterdam manages five road tunnels and a traffic center. These include the Piet Hein Tunnel, IJtunnel, Arena Tunnel, Michiel de Ruijter Tunnel and the Spaarndammer Tunnel. These tunnels are indispensable links in the Amsterdam road network and connect districts with each other, ensure traffic flow and relieve the city above ground.

Together with the Tunnel Management Organization (TBO) of the Municipality of Amsterdam, LIFF has developed the purchasing and tendering strategy to take the step from traditional maintenance to performance-driven cooperation with the market. During implementation, LIFF played a key role in the contract team by translating the agreements into clear processes, monitoring compliance and supervising cooperation with the maintenance contractor.
